INTRODUCTION
▪ The National Unity Government expresses sorrow for all those who have sacrificed fighting for the people’s revolution and the resistance war. Salute to all fallen martyrs, and deepest condolences to the families of fallen heroes.
▪ Express profound gratitude to the Ethnic Revolutionary Organizations (EROs) for their support and solidarity.
▪ The NUG also expresses gratitude to the National Unity Consultative Council (NUCC) and the Committee Representing Pyidaungsu Hluttaw (CRPH), who are leading this people’s revolution along with the NUG.
▪ Over a one-year period, approximately 1,500 comrades from the PDFs and our allied EAOs have lost their lives. The military junta has also lost 20,150 military soldiers, and approximately 7,000 have been injured.
▪ During this time last year, many international analysts predicted that armed resistance against the powerful Burmese army could never be successful. However, these analysts have shifted their perspectives by the second half of 2022 and said that our PDF would be able to defeat the Burmese army.
UPDATES:
▪ Within one year of the defensive war, the People’s Defense Forces have become more systematically organized and established throughout the country.
▪ We formed more than 300 PDF battalions; in addition, more than 250 townships (out of a total of 330 townships in the country) have organized and operated township Public Defense Groups.
▪ We, together with the EROs, control more than half (50%) of the country’s territory. ▪ In our control areas, we are systematically building public administration and judicial systems. We provide education, health, municipalities, judiciary and social services, such as humanitarian assistance, as much as possible within our control territories. ▪ We have built an effective Chain of Command system.
▪ NUG implemented the military code of conduct in accordance with the characteristics of a legitimate defensive war, and our PDFs strictly adhered to the laws of military conduct.
▪ NUG is also working to connect the local Public Defense Groups that exist in various forms which are not under the command of the Ministry of Defense as yet.
JUNTA’S CRIMES:
▪ The terrorist military has become more brutal as they are being beaten on the battlefields. As the saying goes, ‘you burn the granary when you cannot control rats’; now, the civilian population has become their target.
▪ The military has burned down nearly thirty thousand (30,000) residential buildings, including religious facilities across the country. They massacred and burnt people alive. The military intentionally shoots artilleries and bombs civilian sites.
▪ The terrorist military uses the ‘4-cuts’ strategy in every region where the revolution is strong, and they commit numerous war crimes. The military junta is committing war crimes and crimes against humanity with defeatist actions.
▪ The junta’s 2023 sham election is designed to prolong the tyranny of the military dictators and will create more instability in the country and region.
▪ The terrorist fascist military is dragging our country and society towards total destruction.
MOVING FORWARD:
▪ The NUG is committed to creating a federal democratic state that fully values justice, equality, and individual rights in accordance with the inclusive political roadmap “Federal Democracy Charter” promulgated by the NUCC.
Outline of the political road map:
o Currently, in the process of drafting a transitional constitution in this interim period.
o After the revolution, the transitional government will be formed according to the transitional constitution.
o In the transition period, a federal democratic constitution will be drafted and approved by a referendum.
o After that, free and fair general elections will be held according to the federal democratic constitution. Then, a new democratically elected federal democratic government will emerge.
▪ We are strengthening a command and control system that can cover all the country’s revolutionary forces, continuously providing military training for the revolutionary forces, and adequately equipping our troops with necessary weapons and ammunition. ▪ We are strengthening our alliance with EROs.
▪ Our victories have been achieved steadily on the ground.
FINAL NOTE
▪ The terrorist military no longer has enough will and material power to oppress the people’s will and power.
▪ The people’s revolution will vigorously gain traction, and many more territories will be under the people’s government’s effective control in the second year of the defensive war.
▪ Sooner or later, the final battle to eradicate brutal military dictatorship and the time to pass judgment on the terrorist criminal military will come.
▪ We urge the international community to provide financial and technical support to the NUG and its allied EROs for much-needed administrative mechanisms, including education, health, and humanitarian assistance.
The people’s revolution surely will win.
