The Republic of the Union of Myanmar, as represented by the National Unity Government, welcomes G7 Leaders\u2019 address of Myanmar in their Communiqu\u00e9 issued on 20 May 2023.<\/p>\n

The Communiqu\u00e9 confirmed G7 Leaders\u2019 solidarity with the Myanmar people and support for a genuine democratic path, while calling on the illegal military junta to immediately cease its violence and to release all political prisoners and arbitrarily detained persons.<\/p>\n

Significantly, G7 Leaders urged all states to prevent the flow of arms into Myanmar and to ensure full, safe, and unimpeded humanitarian access to all people in need. They also expressed their support for Indonesia as ASEAN Chair.<\/p>\n

These positions are welcome but they are not new. The G7 should now act through a \u201cthree-track\u201d policy on Myanmar that sets out direct actions, support for ASEAN, and complementary efforts through the international system.<\/p>\n

Track 1 would see the G7 provide direct support to address Myanmar\u2019s political, security,
human rights and humanitarian crises, including by:<\/p>\n

Agreeing on a strengthened set of collective punitive measures against the junta that blocks the import of arms, munitions, dual-purpose technology, aviation fuel and equipment used to locally manufacture materiel, and that targets the junta\u2019s financial interests
Providing direct humanitarian assistance in the wake of deadly Cyclone Mocha in partnership with Myanmar\u2019s neighbours, the National Unity Government, ethnic organisations and UN entities, and through established ethnic and civil society networks
Sustaining Myanmar\u2019s democratic path by formally recognising the National Unity Government and providing it and its ethnic partners with direct financial, material and technical assistance.
Track 2 would cover G7 support to ASEAN. Given ASEAN\u2019s conceded lack of progress on Five-Point Consensus (5PC) implementation, priority actions should include:<\/p>\n

Assisting the ASEAN Chair to develop a 5PC implementation plan that lists concrete actions, indicators, timelines, and enforcement mechanisms for junta compliance failures, as well as a set of escalating punitive measures against the junta for further acts of violence
Supporting the Head of the Office of the ASEAN Special Envoy on Myanmar to partner with the Inclusive Humanitarian Forum and UN entities in Myanmar to secure the sustainable provision of humanitarian assistance to all communities in need.
Track 3 would see the G7 use the international system to promote complementary action on Myanmar, including by:<\/p>\n

Requesting the UN Security Council to formally place Myanmar on its agenda as a threat to international peace and security and to urgently address the junta\u2019s failure to comply with Security Council resolution 2669 (2022) on Myanmar.
Requesting the UN Secretary-General to use his own good offices to advance a political solution in Myanmar that upholds the democratic will and interests of the Myanmar people
Supporting international accountability efforts by encouraging the International Criminal Court to expand its current investigation to cover all of Myanmar\u2019s territory, and by assisting States exercising universal jurisdiction to use their courts to prosecute alleged perpetrators of atrocity crimes in Myanmar.
The National Unity Government extends its gratitude to G7 Leaders for their sustained support of a free and democratic Myanmar and stands ready to partner with the G7 on all three proposed tracks.<\/p>\n

Statement on the G7 Hiroshima Leaders\u2019 Communiqu\u00e9<\/strong><\/p>

The Republic of the Union of Myanmar, as represented by the National Unity Government, welcomes G7 Leaders\u2019 address of Myanmar in their Communiqu\u00e9 issued on 20 May 2023.<\/p>

The Communiqu\u00e9 confirmed G7 Leaders\u2019 solidarity with the Myanmar people and support for a genuine democratic path, while calling on the illegal military junta to immediately cease its violence and to release all political prisoners and arbitrarily detained persons.<\/p>
